Mass. House Approves Bill Allowing Quarantines
Public health officials would have the power to isolate individuals and order quarantines to contain the outbreak of serious contagious diseases under a bill approved by the Massachusetts House on Thursday. Supporters say that while the bill has been in the works for years, the emergence of swine flu shows the importance of having laws on the books to deal with public health crises. Critics say the bill gives the government too much power. The bill, approved by a 113-36 vote, is designed to clarify the authority of government and the rights of citizens in the case of a public health crisis. Backers say under existing law there are few checks on the power of government once the governor declares a health emergency. "The bill strikes that balance between protecting the community in the case of an emergency but also protecting the civil liberties of individuals," said Rep. Jeffrey Sanchez, D-Boston, House chairman of the Committee on Public Health.

With the holiday season just a few weeks away, health officials fear the swine flu will pick up right along with air travel. New government guidelines are on their way, designed to help keep passengers healthy. This flu season, airport staff across the nation won't just be screening for security threats. They'll also be looking out for health threats – people who look like they may have the H1N1 virus. The government says that people traveling internationally may be screened for the H1N1 virus as they leave or enter the U.S. "It feels a little bit overboard," Stanford, Conn. resident Derek Ferguson said. The government warns that some passengers may be asked to pass through a screening device, have their temperatures taken, answer questions about their health, and even be quarantined if someone on the flight shows symptoms of H1N1.

Health and Human Services Secretary Kathleen Sebelius appealed anew Wednesday for widespread inoculation against a surging swine flu threat, calling the vaccine "safe and secure." Sebelius unconditionally vouched for the safety of the vaccine, saying it "has been made exactly the same way seasonal vaccine has been made, year in and year out." Appearing on morning news shows to step up the Obama administration's campaign for vaccinations, Sebelius said that "the adverse effects are minimal. ... We know it's safe and secure. ... This is definitely is a safe vaccine for people to get." Sebelius was asked on CNN about surveys showing many parents were wary of getting their children vaccinated for fear the vaccine has been too hastily prepared and wasn't safe. She replied that it was targeted specifically at the H1N1 virus and was "right on target with an immune response." The HHS secretary appeared as new cases of the flu, particularly among younger people, have been appearing recently. Some 600 people have died so far from the flu in this country, and the government has targeted roughly 90,000 sites to receive the swine flu vaccine by the end of this month.

Why Swine Flu Differs From Seasonal Flu
Scientists have uncovered some intriguing clues about why the new swine flu frequently brings on gastrointestinal distress and vomiting, symptoms not usually associated with seasonal flu. In experiments with ferrets, research teams in the United States and the Netherlands found that the new H1N1 flu virus replicated more extensively in the respiratory tract, going to the lungs, whereas the seasonal flu virus stayed in the animals' nasal cavity. The U.S. team also found that the new virus, unlike the seasonal one, went into the ferrets' intestinal tract. Such distinctions, the U.S. researchers said, can make a difference in establishing appropriate public health responses as the pandemic continues around the world, so far sickening more than a million people in the United States alone.

U.S. Should Watch For Species-Jumping Animals Disease: Institute
The United States needs to lead a global effort to protect people from new outbreaks of deadly infectious diseases that originate in animals, such as swine flu, AIDS and SARS, health experts said Tuesday. Air travel, climate change, population growth and rising demand for meat products from developing countries have accelerated the spread of "zoonotic" diseases, according to a panel set up by the Institute of Medicine and the National Research Council. Species-jumping pathogens also pose special dangers for people because the human immune system can be ill-equipped to resist them. But health authorities have no effective system that can stamp out new diseases as they arise among animals and humans. "At the moment, it's like a wildfire," said Dr. Gerald Keusch of Boston University, who helped lead the committee that wrote the report. "We deal with it as an emergency. It costs huge amounts of resources. It would be a lot cheaper and cost-effective to have a system in place."

The new swine flu vaccine ­contains a deadly brain toxin linked to autism, Alzheimer’s and multiple sclerosis.Mercury, a vaccine preservative, was withdrawn from childhood jabs five years ago after evidence linked it to brain damage. It also contains a chemical called squalene, used to stimulate the immune system to respond to the vaccine. Squalene was included in the anthrax jab given to British and US soldiers during the 1991 Gulf War. Many claim it caused them permanent neurological damage, known as “Gulf War syndrome”. Female soldiers given the vaccine were advised not to become pregnant for at least 18 months because of the risk of birth defects.

As an example of how mandatory vaccinations are spreading, consider the document here issued by HCA, the Home Care Association of New York State. The memo here, dated August 21, 2009, indicates that all “home health direct care workers, among others, [are] to be vaccinated against influenza as a precondition to employment and on an annual basis.” The directive was issued by the New York State Department of Health. The New York State Department of Health expects health care employees to receive both the seasonal and the coming H1N1 vaccines. The CDC has released a hierarchical list of “groups targeted” for vaccination. Pregnant women, “household contacts and caregivers for children younger than 6 months of age,” healthcare and emergency medical services personnel, and all people from 6 months through 24 years of age are “targeted” for vaccination. How long before other workers directly in contact with the public will be required by the state and employers to take seasonal and H1N1 vaccinations? Will daycare employees and the counter jockey at the local Quick Pic be required to pony up for their squalene and mercury injection?

Deadly Second Wave Of Swine Flu 'On Its Way', Scientists Warn
A second wave of swine flu could be on its way, scientists warned last night after the number of new cases rose for the first time since July. The jump, from an estimated 3,000 to 5,000, comes a fortnight after children  -  key spreaders of the disease  -  returned to school. There have been outbreaks at six schools in England, but health chiefs repeated that there are no plans to close schools as it would do little to contain the disease. In another development, two sufferers are believed to have developed resistance to Tamiflu, the anti-viral drug which is the only line of defence to the disease before a vaccine is ready. Chief medical officer Sir Liam Donaldson however said the two cases were not of significance as there was no evidence these resistant viruses had been transmitted from person to person. Experts have been predicting a second wave of swine flu will hit in the winter months following a lull over the summer break, when children were not mixing as freely. Sir Liam said the figures 'begin to suggest swine flu is coming back'. And he admitted: 'We would naturally have hoped for a bit more breathing space before it started again.'

Nano Particles Used In Untested H1N1 Swine Flu Vaccines
Vaccine makers have been experimenting with nanoparticles as a way to “turbo charge” vaccines for several years. Now it has come out that the vaccines approved for use in Germany and other European countries contain nanoparticles in a form that reportedly attacks healthy cells and can be deadly. In 2007 researchers at the Ecole Polytechnique Fédérale de Lausanne (EPFL) announced in an article in the journal, Nature Biotechnology, that they had developed  a “nanoparticle that can deliver vaccines more effectively, with fewer side effects, and at a fraction of the cost of current vaccine technologies.” The article went on to describe the effects of their breakthrough: “At a mere 25 nanometers, these particles are so tiny that once injected, they flow through the skin’s extracellular matrix, making a beeline to the lymph nodes. Within minutes, they’ve reached a concentration of DCs thousands of times greater than in the skin. The immune response can then be extremely strong and effective.”

It was a slow day for Maryland's hospitals. But one Baltimore emergency room and an intensive care unit were already maxed out. Swine flu vaccinations may begin in three weeks, earlier than previously anticipated, after the first U.S. tests found a single shot to be effective in eight to 10 days, U.S. health officials said. France Also To Use Swine Flu To Gut Civilian Liberties: Report
In case of a swine flu pandemic the French government has a plan to introduce emergency measures that would gut legal protections for citizens, the daily Liberation reported Tuesday. According to documents provided to the daily by a judges' union, the plan would extend the period police can keep a suspect in detention without charge or a hearing before a judge to up to six months. Suspects would also not be able to contact a lawyer until after spending 24 hours in custody. Under the plan children could be tried in adult courts and more trials held behind closed doors. The Syndicat de la Magistrature called the measures "revolting" and said they would amount to "liberticide," and called on Justice Minister Michele Alliot-Marie to abandon the plan. The union was due to release on Tuesday the text of the government plan, which it said was provided to heads of courts in great secrecy in July, the newspaper reported.

Proposed Bill Would Allow State Authorities To Quarantine People During Pandemic
A new proposed bill designed to combat the threat of the H1N1 virus would allow the state to forcefully quarantine people in the event of a pandemic. Anyone who refuses to comply with the quarantine order could face jail time or a $1000 per day fine. The "Pandemic Response Bill" would also force health providers to vaccinate people, authorize forcible entry into private homes, and impose fines or prison sentences on anyone not complying with isolation or quarantine orders. Federal health officials are also warning of a possible new outbreak of the H1N1 virus, commonly known as the "swine flu." Homeland Security Secretary Janet Napolitano said people should expect "a big influx" of cases and brace for it as best they can. Napolitano said many cases are likely to surface before a vaccine becomes available in mid-October. Already, cases are showing up on college campuses. Fifty students at Emory College and 100 students at Wake Forest are sick with the flu.

WHO Admits To Releasing Pandemic Virus Into Population Via 'Mock-Up' Vaccines
The document on the WHO website linked below states that it is common procedure to release pandemic viruses into the population in order to get a jump ahead of the real pandemic, so as to fast track the vaccine for when it is needed. In Europe, some manufacturers have conducted advance studies using a so-called "mock-up" vaccine. Mock-up vaccines contain an active ingredient for an influenza virus that has not circulated recently in human populations and thus mimics the novelty of a pandemic virus. According to the website, “Such advance studies can greatly expedite regulatory approval.” On June 11 the World Health Organization (WHO) raised its swine flu pandemic alert from a 5 to a 6. Phase 6 is the highest level alert, and reflects the speed with which a virus is spreading -- not its severity. This classification also allows for a vaccine to qualify for a “fast-track” procedure for licensing and approval, and this process is now ongoing for the swine flu vaccine. What you may not know, however, is that WHO, together with health officials, regulatory authorities and vaccine manufacturers, have been working since 2007 – long before this new “threat” of swine flu emerged – to “explore a broad range of issues surrounding the regulatory approval of pandemic vaccines.”

CDC Warns Neurologists To Watch For Nerve Disease Following Swine Flu Shots
The CDC has followed in the footsteps of British health authorities by warning neurologists to look out for cases of the nerve disease Guillain-Barre syndrome caused by the swine flu vaccine. Doctors in Britain were advised last month by the government to carefully track cases of the disease and report each one to the Health Protection Agency. A letter sent by 600 neurologists indicated that “there is concern at the highest levels that the vaccine itself could cause serious complications,” according to a Daily Mail report. During the 1976 swine flu scare in the U.S., which prompted the government to order a mass vaccination program to cover the entire population, the vaccine caused more deaths than the actual virus, prompting a public backlash that cost the then director of the CDC his job. SImilar concerns about the vaccine are now being replicated over 30 years later.

White House Posts Update On H1N1 Preparedness
This week, the White House posted a new report about the nation's readiness for H1N1 influenza. The President's Council of Advisors on Science and Technology (PCAST) had assembled a subcommittee of experts on influenza and public health to assess and report on the situation; the PCAST report is online, as is a summary listing the group's recommendations and progress to date for each. "As the nation prepares for what could be a challenging fall, it is crucial that our public health decisions are informed by the very best scientific and technological information," said John P. Holdren, assistant to President Obama for Science and Technology and a co-chair of PCAST, said in the White House news release dated Aug. 24. The PCAST recommendations and progress on them: * Accelerate vaccine availability to mid-September by having manufacturers "fill and finish" some of the vaccine at 15 micrograms. Progress: All five manufacturers have been asked to put their initially available vaccine in vials as soon as possible, which will ensure earliest possible availability of initial doses. * Upgrade the national surveillance system. Progress: HHS and CDC are expanding the system to track emergency department visits and admissions for influenza-like illness (ILI) and are providing test kits and devices to 140 public health labs to test for H1N1 and other flu subtypes.
