Make
a roux with flour and oil: pour oil into skillet and allow to
get hot; quickly stir in flour a little at a time, stirring constantly
to avoid lumps. Let cook a minutes or two, then stir in chopped
onions. Add all other ingredients, bring to boil, reduce heat,
cover and simmer for about 30 minutes or until chicken is thoroughly
done.
