Cream Gravy

4 T. flour

¼ cup oil

4 cups hot water

1½ cups milk

parsley

green onions

salt & pepper

Let oil get hot; stir in flour quickly with whisk to keep from lumping.  Stir only until slightly browned.  Add water.  Let cook a few minutes.  Add remaining ingredients and cook a few minutes more.
