Rice criticizes Israel plans

U.S. Secretary of State Condoleezza Rice Tuesday tacitly criticized Israel's
latest plans for a security barrier.
The plans call for a barrier creating a big settlers' enclave southeast of
Jerusalem, another west of Bethlehem and leaves open the issue of a barrier
reaching Ariel halfway between Jerusalem and Nablus.
Israel must also take no actions that prejudice a final settlement, and must
help ensure that a new Palestinian state is truly viable. A state of scattered
territories will not work, Rice told the London Meeting on Supporting the
Palestinian Authority.
Rice said there is now the best chance for peace that we may see for yeas to
come.
Palestinians should get help in establishing institutions that secure their
freedom and dignity, ensure law and order, and bring an end to terrorism, she
said.
Rice praised the new mood in Ramallah, which is buzzing ... with vigorous
debates and even the occasional shouting match. These are the sounds of
democracy, and they are a true joy to hear.
However, she added, good governance requires also a rule of law, ending
corruption, social and economic development and reforming the Palestinian
security organizations.
Rice promised the United States would lead in helping the Palestinians implement
security reforms. She commended Egypt and Jordan for making specific commitments
to help the Palestinians create honest and accountable security services.
